A site that goes down on its own alerts at once

Since 09:53 UTC a monitor in a group that goes down on its own is alerted at once. Before, every monitor in a group waited up to a minute so that sites failing together could be sent as one message, «N sites on », and a site failing alone paid that minute for nothing. Now the wait happens only when something else in the group is changing too: another site not up, a confirmation running, or a server-wide re-check under way. A whole server going down or coming back is still one message, and the grouping rule itself is unchanged: three or more monitors changing together within a minute. The details are in Alert rules.
